XXX. Mayor Porter opened the Public Hearing
at 7:40 p.m. Norm Raymond, president of the Fraternal Order of
Police, Lodge 130, indicated support for the alley vacating. Mayor
Porter closed the Public Hearing at 7:43 p.m.

XXX. Moved by Councilman Covey, seconded by
Councilman Lennon, to adopt the Resolution to approve alley vacating
immediately south of the property at 2233 Burdette between Lewiston
and Orchard.

XXX. Call to Audience
1. Pat Cissell, 1079 Withington, member of the
citizen group C.R.O.C (Citizens and Residents Outspoken Against
Corruption) spoke on behalf of the group and inquired about
questions that were presented to Council at the November 11, 2002.
2. Andy Meisner, 316 Spencer, new State
Representative, introduced himself and commented on Council’s
Resolution regarding the 8 Mile/Woodward Bridge.
3. Betty Laframboise, 455 Academy, commented on
the City’s Holiday decorations not being at City Hall.
4. Jean Davis, 1531 Pinecrest, President, Arts
and Cultural Commission, announced that over $1,200.00 was raised
during the Always Pasty Cline fundraiser and thanked Council for
their support and on March 22, 2003 a silent auction of fine art
would be held at the Kulick Community Center.
5. Robert Handley, 3110 Woodstock, Detroit, MI
48221, member of the Green Acres Civic Association, commented on
articles in newspapers regarding Woodward/Eight Mile Bridge.
6. Kitty Lundquist, 121 Maplefield, Pleasant
Ridge, MI 48069 and Carol Frederick, 640 W. Woodland, Ferndale
Educational Foundation, announced their annual fundraiser would be
held February 1, 2003 at Club Venetian and tickets are $25.00 per
person.
7. Jackie Koivu, 1100 Pinecrest, President,
Ferndale Youth Assistance (FYA), thanked Councilman Covey for his
work during the Blues Festival which raised money for the FYA;
announced that the FYA would hold "Empty Bowls" on March
6, 2003 at the Pleasant Ridge Community Center, and call (248)
586-8700 for more information; the Annual Bowl-A-Thon will be held
on March 30, 2003 at Luxury Lanes; a new Parent Resource Center is
now located at the Kulick Community Center and the Zion Lutheran
Youth Group is holding the 4th Annual All-You-Care-To-Eat Spaghetti
and Silent Auction on February 19, 2003 at Zion Lutheran Church.

C. Approval of transfer of 2002 Class C Liquor
License located at 212 West Nine Mile from Jalapeno Pete’s, Inc.,

defibrillators (AEDs), hard cases and a mounting case from Phillips
Medical Supply, as submitted by Police Chief.
E. Approval to issue Year 2003 taxicab bond

commented on Oakland County Intermediate School District scandal.
10. Ann O’Neil, 1567 W. Saratoga, commented on
a Police Lt. who’s an attorney and using the Police Department
address and telephone number; inquired about police officers who do
not possess a ccw permit and inquired about an investigation of
violating finance campaign laws.
11. Matt Weaver, 1567 W. Saratoga, commented on
the C.R.O.C. website and commented on a former commanding officer
accused of criminal sexual conduct.
12. Felicity Leddy, 20240 Lichfield, Detroit,
commented on opposition of tearing down the Woodward/Eight Mile
Bridge and comments regarding the bridge made by Mayor Porter.
Call to Council
XXX. Police Chief Kitchen thanked Ann Heller
for her Hate Crime Report; looked forward to working with new State
Representative Andy Meisner and thanked Council for their support
for the AEDs.
XXX. County Commissioner David Coulter
commented on the budget and thanked who spoke regarding the
Woodward/Eight Mile Bridge.
XXX. City Manager Barwin commented on
newspaper articles that appeared regarding the bike path; announced
it time to begin to prepare for the West Nile Virus and also
announced that since the work on the Woodward/Eight Mile bridge has
been stopped, it’s time to plan and get input on what should be
placed there.
XXX. Councilwoman Weber announced that a
resident had contacted her who wanted to be involved with the West
Nile Virus.
XXX. Moved by Councilwoman Weber, adopted
unanimously to adopt a Resolution for Martin Luther King, Jr Day.

XXX. Councilman Lennon thanked Councilman
Covey and everyone else for their work on the Blues Festival and
commented on citizens’ comments regarding Council’s Resolutions
regarding State and National Issues.
XXX. Councilman Covey thanked the Police and
Fire Departments and those who helped during the Blues Festival;
commented on Mayor Porter’s comments regarding the Woodward/Eight
Mile Bridge; commented on holiday decorations and announced this
Saturday, January 18, 2003 FANS of Ferndale will hold their annual
Spaghetti Dinner at the Kulick Community Center.
XXX. Mayor Porter thanked those who helped
during the Blues Festival and requested to have on the next Regular
Agenda to schedule a "Town Hall Meeting" regarding
Commercial and Industrial issues.
XXX. Moved by Mayor Porter, supported
unanimously to adopt a Condolence Resolution for Tama Lucas.

Volunteer Blood Donor Month.
