XXX. Police Chief Kitchen provided
information on National Police Week and those who have received
Department Commendations from May, 2002 through April, 2003.
PRESENTATION Proceeds from Ferndale’s 75th
Anniversary Celebration to Ferndale Historical Society
XXX. Councilwoman Weber presented Ray White,
President of the Ferndale Historical Society, with a check in the
amount of approximately of $400.00 from the proceeds garnered from
the City’s 75th Anniversary Celebration held last year.
PUBLIC HEARING 2003 Sidewalk Replacement Program
A. Consideration of Resolution authorizing the
2003 Sidewalk Replacement Program and to proceed pursuant to the
special assessment process
XXX. Mayor Porter open the Public Hearing at
7:58 p.m. Lige Kaplan, Don Beaupied, Nelson House, Sarah Barbret and
Nancy Robedian indicated opposition to the program. Florence
Anderson, Derek Vizzini, David Paul, Rich Silbert and Alan Soave had
questions and/or comments. Mayor Porter closed the Public Hearing at
9:30 p.m.
Moved by Councilwoman Weber, seconded by
Councilman Covey, to authorize the 2003 Sidewalk Replacement Program
and to proceed pursuant to the special assessment process.

1. Frank Flores announced the USO had sent care
packages to the troops overseas.
2. Dawn Ptaszynski had questions regarding FYE
2004 Budget.
3. Peggy Snow, Chair of the Beautification
Commission, announced the Annual Flower Day Sale would be held on
May 17, 2003, from 7:00 a.m. to 5:00 p.m. in the City Hall Parking
Lot.
4. David Coulter, Oakland County Commissioner,
commented on the Police Service that was held and announced that he
put forth a Resolution which requested holding some County
Commission Meetings in the evening.

A. Approval of the Minutes of the Special
Meetings held February 10, March 3, March 6, 2003, and the Regular
Meetings held January 27, February 10, February 24, March 12, March
24, 2003, as submitted by City Clerk.
B. Adoption of Resolution approving Ferndale
Education Foundation’s request for obtaining a charitable gaming
license, as submitted by City Manager.
C. Adoption of Resolution adopting Automated
Clearing House Policy, as submitted by Assessor/Treasurer.
D. Adoption of Resolution to add delinquent
accounts receivable to the July, 2003 Tax Roll, as submitted by City
Assessor/Treasurer.
E. Approval of the bills, payrolls (as certified
by City Manager) and City Attorney expense statement submitted by
Howard Shifman, P.C., to be paid subject to review by the Council

XXX. Fire Chief LeGault reminded members of
the Pleasant Ridge Fire Contract Committee that there was an 8:00
a.m. meeting on Tuesday, May 13, 2003.
XXX. School Board Member Jim Moll reminded
residents there was a School Board Election on June 9, 2003.
XXX. City Manager Barwin thanked volunteers
who helped with the Woodward Clean-Up and commented on the status of
"Fix It First" program and announced progress was being
made on the West Nile Virus.
XXX. Councilman Galloway announced a book
club had been started at the library and announced the next book.
XXX. Councilman Lennon commented on Sidewalk
Replacement Program and the process of funding for projects from the
State Level.
XXX. Councilman Covey requested the City
Clerk provide ample time possible for the Sidewalk Hardship
Committee Meeting; addressed charter amendments that need to be on
the November ballot; commented on a drumming program, sponsored by
the Arts and Cultural Commission that was held at the Kulick Center;
announced that M.A.P.P. had put up a billboard at 9 Mile and
Woodward regarding H.I.V/A.I.D.S. prevention; announced that 2003
Salsa was successful and announced that the Memorial Day Parade
would be held on Monday, May 26, 2003.

unanimously to adopt a Condolence Resolution for Konstantinos
"Gus" V. Grigoriou.
