Moved by Councilman Covey, seconded by Councilman Galloway, to
adopt the Resolution as written by Councilman Galloway, with
insertion of the paragraph after the 6th paragraph that says "IRV
saves taxpayers significance sums by eliminating the need for a
primary to reduce the number of candidates; and" supporting
Instant Runoff Voting (IRV).

a Public Hearing was held the following Resolution approving the
Special Land Use Application submitted the Naturalists Horticultural
Services for outdoor storage at 2421 Wolcott be adopted.

1. Stella Dyachenko commented on fence debris concerns.
2. Jean Davis, Chair of the Arts and Cultural Commission provided
information on the up coming Art Fair.
3. Sally Sawyers expressed concern regarding house and grass
conditions at a house on Jewell.
4. Frank Castronova expressed concern regarding conditions at
neighboring houses and the speed of traffic on West Troy.
5. Gaye Tischler commented on numerous animals at a house on West
Troy.
6. Jackie Koivu announced that the Free Press honored Frank O’Donnell
as volunteer of the week; congratulate the Pub Crawl Committee for a
successful event and invited everyone to Zion Lutheran Church
Vacation Bible School this week.
7. Pat Cissell commented on plaque of the Police Officers at the
Police Department.

Weber, to approve the following closing as requested by the Car Show
Executive Director Ken Miller, as follows:
West Nine Mile Road: from Woodward to Allen and West Nine Mile
Road on Street Parking from Woodward to Allen from 3:00 a.m.,
Friday, August 15, 2003 until 12:01 a.m. Sunday, August 17, 2003;
Allen: from West Nine Mile to West Troy from 3:00 a.m., Friday,
August 15, 2003 until 12:01 a.m. Sunday, August 17, 2003;

XXX. City Clerk Pedro announced that Nominating Petitions are
available in the City Clerk’s Office for those interested in
running for Council or Mayor and the deadline to submitted petition

Galloway, to approve the emergency repair of Vehicle No. 1270, Leach
Sanicruiser Trash Truck in the amount of $4,012.75, to be charged to

XXX. Councilman Galloway inquired if the Highway Committee
had met regarding a way to help those on a corner lot with Sidewalk
Repair fees and announced that the Friends of the Ferndale Library
will be selling ice cream in front of the Library during the Dream
Cruise to raise money for the library and are in need of volunteers
to help sell the ice cream.
XXX. Councilwoman Weber announced a program at St. Mary’s
Church in Royal Oak to commemorate the bombing of Hiroshima on
Sunday, August 3, 2003, at 7:00 p.m.
XXX. Councilman Trice acknowledge the contribution of the DPW
for the Dream Cruise; inquired about the status of free parking
spaces for the library; inquired about a rebate from the from the
City of Detroit for being overcharged water rates.
XXX. Councilman Covey requested the City Attorney or City
Manager to check on the status of the Pond Ordinance; commented on
the success of the Pub Crawl; a fund-raiser will be held in honor of
fallen Police Officer Jessica Nagle-Wilson at the Hazel Park Bowl on
August 15, 2003; requested the creation of an Ad-Hoc Committee for
ways to honor the Lennon family be on the August 11, 2003 Agenda and
requested that everyone be respectful of everyone during the
political season and discuss the issues and not attack or criticize
other candidates and their parties.
XXX. Mayor Porter commented on the success of the Pub Crawl
and commended Councilman Covey for his efforts for the Pub Crawl and
announced that Bob Hope had passed away today at the age of 100.
Mayor Porter adjourned the meeting at 11:24 p.m.
