FERNDALE CITY COUNCIL MEETING
MONDAY, NOVEMBER 10, 2003, 7:30 P.M. AT CITY HALL
A Regular Meeting of the Ferndale City Council
was held Monday, November 10, 2003, at City Hall, 300 East Nine Mile
Road, Ferndale. Mayor Porter called the meeting to order at 7:34
p.m.
Mayor Porter led the Pledge of Allegiance.
Roll call showed the following members of Council
present: Council Members Covey, Galloway, Trice, Weber; Mayor
Porter. Absent: None.
PROCLAMATION November 19 - December 24, 2003, as
Red Kettle Days
XXX. Mayor Porter proclaimed November 19 -
December 24, 2003, as Red Kettle Days in the City of Ferndale.
PUBLIC HEARING Community Development Block Grant
(CDBG) Application for Program Year 2004
XXX.
Mayor Porter opened the Public Hearing
regarding the Community Development Block Grant (CDBG) Application
for Program Year 2004 at 7:39 p.m. Laurie Mello, representing HAVEN,
requested $5,000.00 for this organization. Mayor Porter closed the
Public Hearing at 7:42 p.m.
A. Consideration of CDBG application;
Subrecipient Agreement with Oakland County and to reprogram funds
from Program Year 2003
Moved by Councilman Covey, seconded by
Councilwoman Weber, to approve that a Public Hearing has been
properly noticed and held and that we approve the Community
Development Block Grant Application for Program Year 2004, with the
breakdown as follows: Minor Home Repair, $8,000.00; Public Service
Activity (Home Chore), $10,000.00; Public Service Activity (HAVEN),
$3,500.00; Code Enforcement, $75,350.00; Beautification, $7,500.00;
totaling $104,350.29; authorize the Mayor to sign the grant
application and the subrecipient agreement and to reprogram
$20,000.00 of Minor Home Repair funds from Program Year 2003 to Code
Enforcement Program Year 2003.

XXX. Call to Audience
1. Karla Voight announced that there would be a
Veterans Memorial Service held on Tuesday, November 11, 2003, at
11:00 a.m., and a DIFT meeting would be held on Wednesday, November
12, 2003, at 7:00 p.m., in Southfield. She also expressed concern
regarding upkeep of homes near her.
2. Jackie Koivu congratulated those who were
elected and announced that Ferndale Youth Assistance would be
celebrating its 50th Anniversary with a breakfast on
Tuesday, December 2, 2003, at 7:30 a.m., to be held at Glen Oaks
Country Club.
3. Ken Miller congratulated those who were
elected.
4. Beth Holland commented on the work involved in
campaigning.
5. Marsha Mellert, Recreation Director, announced
upcoming events: November 14, 2003 "Grapes of Wrath" Adult
Murder Mystery (sold out); November 22, 2003, Annual Holiday
Showplace, admission is 50 cents; "Hanging of the Greens"
to help decorate the Kulick Center, will be held on November 30,
2003; Lunch with Santa, December 13, 2003; Therapeutic Recreation
group will be holding their Thanksgiving Dinner on November 11, 2003
and Christmas Craft Class on December 9, 2003. She also announced
that the Kulick Center will be closed from December 27, 2003 through
the January 1, 2004 and announcement that the new activity guide
should arrive around Thanksgiving.
6. Pat Cissell complemented the City Clerk’s
Office and Election Workers for their hard work during the Election.
She had questions regarding the holiday display at City Hall.
7. Tom Szurapa congratulated the City on the
candidates running clean campaigns and commented on the holiday
display at City Hall.
8. Validity McKinney commented on the holiday
display previously at City Hall.
Consent Agenda

Moved by Councilman Trice, seconded by
Councilwoman Weber, to approve the Consent Agenda as submitted:
A. Approval to transfer 2003 Tavern licensed
business in escrow from 2080 Walnut Lake, West Bloomfield, MI 48323,
reclassify Tavern license to Class C license, new SDM license to be
held in conjunction, New Sunday Sales Permit and New Official Permit
(Food) and cancel requests for New Dance-Entertainment and New
Outdoor Service Permit to be located at The French Gourmet, Inc.,
23421 Woodward, Ferndale, MI, as submitted by Police Chief.
B. Approval to host the Winter Tale event on the
sidewalks in downtown Ferndale, December 11-14, 2003, and related
requests regarding unenforced parking, as submitted by DDA Manager.
C. Approval of the bills, payrolls (as certified
by City Manager) and City Attorney expense statements submitted by
Howard Shifman, P.C., and Beier Howlett, P.C., to be paid subject to
review by the Council Finance Committee.

A. Discussion of Woodward Dream Cruise - Ferndale
Car Show
Councilman Covey left Council Chambers at 8:35
p.m.
Councilman Covey returned to Council Chambers at
8:36 p.m.
XXX. Moved by Councilman Covey, seconded by
Councilwoman Weber, to table the balance of the discussion with the
additional information necessary from the Department of Public
Works, Dream Cruise Committee as to goals and their financials and
for Council to bring forward their thoughts and ideas on what they
would like to see during the Dream Cruise event to the December 8,
2003, Council Meeting.

B. Consideration of proposal and contract for
assistance in completing Vulnerability Assessment and Emergency
Response Plan
Mayor Porter left Council Chambers at 8:53 p.m.
Mayor Pro Tem Galloway assumed the Chair
XXX. Moved by Councilwoman Weber, seconded by
Councilman Trice, to table this item until the December 8, 2003,
Council Meeting the consideration of proposal and contract for
assistance in completing Vulnerability Assessment and Emergency
Response Plan to allow the City Manager Office to evaluate the
software options in light of the required needs from the Federal
Government.

Call to Council
XXX.
City Manager announced that a Veteran’s
Ceremony will take place on at the Ferndale’s Memorial Mall on the
Livernois boulevard in front of the Fire Department on November 11,
2003, at 11:00 a.m. He also requested names of Ferndale residents
who were currently stationed in the Middle East so that other
Ferndale residents could send them good will wishes. City Manager
thanked those who attended the visioning session regarding the Eight
Mile/Woodward Bridge. He also commented on the construction along
the northbound side of Woodward.
XXX. City Clerk Pedro thanked those involved
in the election process including her staff and precinct workers.
XXX. Councilman Trice thanked those who
participated in the election including the candidates and those who
voted. He encouraged those who have wells on the property to have
their water tested and inquired about a Pleasant Ridge resident who
was encroaching on a lot on West Oakridge. He also requested a
report from the Fire Department regarding the safety and security of
the chemical manufactures, recyclers and repackagers in our area and
also an assessment of the safety and security of Intermodal
facility.
Mayor Porter returned to Council Chambers at 9:03
p.m.
XXX. Councilman Galloway discussed his
experience at the Senior Pride and Power Day at the Kulick Center.
He also announced that the Friends of the Ferndale Library and
F.A.N.S. of Ferndale will hold their annual book sale on November
22, 2003, with the Preview Night on November 20, 2003, with the
proceeds of the book sale going to the Friends of the Ferndale
Library.
XXX. Councilwoman Weber announced
"Winter Tale" will be held in the downtown area on
December 11th through 14th, 2003. On November 13, 2003, at Marygrove
College a program will be held regarding Urban Sprawl and Regional
Justice at 7:30 p.m. at Alumni Hall.
XXX. Councilman Covey thanked and
congratulated all the candidates that ran for Mayor and Council. He
also commented on the relationships between candidates, before and
after the campaigns. He also thanked all the campaign workers for
their hard work as well. Councilman Covey announced that November
13, 2003 was "National Family Depression Screening Day".
He also announced that Sally Gordon, who was the manager at Como’s
passed away from cancer. Councilman Covey commented on a newspaper
article that discussed the downtown area of the City of Ferndale
which was ran in a newspaper in Youngstown, Ohio. He also announced
the F.A.N.S. of Ferndale also donated $500.00 to Affirmations
Community Center; $250.00 donation to W.A.G.S. and $350.00 to
Oakland Community Services.
XXX. Mayor Porter congratulated to all
candidates that ran and encouraged more people to come out and vote.
He announced he had received calls from Royal Oak and Pontiac to
compliment how short of a time buildings in Ferndale’s downtown
were vacant. Thanked Wetmore’s for their help in locating tires
for his vehicle and their expedient service.
Mayor Porter adjourned the meeting at 9:16 p.m.
