City Council - December 22, 2003

PROPOSED MINUTES
FERNDALE CITY COUNCIL MEETING
MONDAY, DECEMBER 22, 2003, 7:30 P.M. AT CITY HALL

A Regular Meeting of the Ferndale City Council was held Monday, December 22, 2003 at City Hall, 300 East Nine Mile Road, Ferndale. Mayor Porter called the meeting to order at 7:34 p.m.

Mayor Porter led the Pledge of Allegiance

Roll call showed the following members of Council present: Council Members Covey, Galloway; Mayor Porter. Absent: Council Members Trice and Weber.

XXX. Moved by Councilman Covey, seconded by Councilman Galloway, to adopt the following Resolution:

Section 10 of Chapter III of the Charter of the City of Ferndale, Oakland County, Michigan provides that the absence from five consecutive Regular meetings of the City Council shall automatically operate to vacate the seat of the member of the Council unless the absence is excused by Resolution setting forth for such an excuse and entered upon the journal; and

Council Members Joseph Trice and Helen Marie Weber had cause for their absence from the Regular Council Meeting of December 22, 2003.

THEREFORE BE IT RESOLVED that Council Members Joseph Trice and Helen Marie Weber be excused from the Regular Council Meeting of December 22, 2003, for the reasons stated above, as provided by Section 10 of Chapter III of the City Charter.

Call to Audience

Bob Luxon, Pastor at 1st Baptist Church of Ferndale, announced that his church will be housing homeless during the beginning of January, 2004, as part of the South Oakland County Warming Center and could use food donations and volunteers.

Andrew Cadotte announced that Yoga Master and International Speaker Sadhguru Jaggi Vasudev from southern India would be hosting two seminars at the Sports Club in Novi on January 6, 2004 and Henry Ford Hospital on January 8, 2004.

Consent Agenda

XXX. Moved by Councilman Galloway, seconded by Councilman Covey, to approve the Consent Agenda as submitted:

A. Approval of the Minutes of the Special Meetings held December 8, (prior to the Regular Meeting) and December 8, 2003 (following the Regular Meeting) and the Regular Meetings held November 24 and December 8, 2003, as submitted by City Clerk.

B. Approval to refer the 2000 International Fire Code to the Ordinance Committee for review and recommendation, as submitted by Fire Chief.

C. Approval to submit DTE Energy Tree Planting Grant Application and approval of 50% match requirement, as submitted by DPW Director.

D. Approval to schedule a Public Hearing on Monday, January, 26, 2004, at 7:30 p.m., regarding vacating of alley between Rosewood and Vester, north of Nine Mile and east of Hilton, as submitted by CDS Director.

Approval of the bills, payrolls (as certified by City Manager) to be paid subject to review by the Council Finance Committee.

Call to Council

Police Chief Kitchen wished everyone a happy and safe holiday.

Fire Lieutenant May wished everyone a happy and safe holiday.

City Manager Barwin commented on the new Downtown Development Authority brochure and wished everyone a happy holiday.

City Attorney Christ wished everyone a happy holiday.

Councilman Galloway commented on his experience at the National League of Cities Conference and also announced the Kulick Center would begin a volunteer program for teenagers. He also wished everyone Happy Holidays.

Councilman Covey commented on his experience at the National League of Cities Conference and also Boards and Commission applications that Council had received. He also announced that the Blues Festival, which would be held on January 28-31, 2004 would be held at venues throughout Ferndale, but more venues were needed. Funds raised during the Festival would go to the Ferndale Youth Assistance and M.A.P.P. He also wished everyone happy holidays.

XXX. Moved by Councilman Covey, seconded by Councilman Galloway, to approve issuing Year 2004 taxicab licenses for five taxicab to A-1 Oakland Cab Company, contingent upon approval/recommendation by the Police Chief within (30) thirty days.

XXX. Moved by Councilman Covey, supported unanimously, to adopt a Condolence Resolution for Donald Mazur.

NAYS: None

ABSENT: T and W

MOTION CARRIED

Mayor Porter commented on his experience at the National Leagues of Cities Conference and that both the youth delegates and the chaperone would be making presentations at a future Council Meeting. He also thanked City Employees for their hard work throughout the year and those that volunteer their time to make the City of Ferndale great.

XXX. Mayor Porter proclaimed January, 2004 as "Volunteer Blood Donor Month"

Mayor Porter adjourned the meeting at 8:06 p.m.
