MONDAY, JANUARY 26, 2004, 7:30 P.M. AT CITY HALL

A Regular Meeting of the Ferndale City Council was held Monday, January 26, 2004, at City Hall, 300 East Nine Mile Road, Ferndale. Mayor Pro Tem Covey called the meeting to order at 7:40 p.m.

Mayor Pro Tem Covey led the Pledge of Allegiance.

Roll call showed the following members of Council present: Council Members Galloway, Lennon, Weber; Mayor Pro Tem Covey. Absent: Mayor Porter.

XXX. Moved by Councilwoman Weber, seconded by Councilman Galloway, to excuse Mayor Porter from this meeting.

PRESENTATION Gold badges to retired Ferndale Auxiliary Officers

XXX. Police Chief Kitchen presented Gold Badges to retired Ferndale Auxiliary Officer Jonas Zgorski, who was present, and also Harry Caylor, who was not present, for their many years of dedicated service. Police Chief Kitchen also read the Resolution adopted by Council on October 27, 2003, recognizing retired Police Auxiliary Officers Jonas Zgorski, Harry Caylor and George Smith.

XXX. Mayor Pro Tem Covey opened the Public Hearing at 7:49 p.m. There being no one who came forward to speak, Mayor Pro Tem Covey closed the Public Hearing at 7:49 p.m.

A. Consideration of Resolution approving alley vacating

Moved by Councilman Galloway, seconded by Councilman Lennon, to adopt the Resolution approving the alley vacating.

XXX. Call to Audience

1. Bill Axtell, announced the Ferndale Education Foundation’s fundraising dinner with auction and raffle would be held on Friday, February 6, 2004, at Club Venetian and encouraged citizens to participate in this good cause.

XXX. It was the consensus of Council that Consent Agenda Item 6D be considered after the Regular Agenda.

Moved by Councilman Galloway, seconded by Councilman Lennon, to approve the amended Consent Agenda as follows:

A. Approval of the Minutes of the Regular Meeting held January 12, 2004, as submitted by City Clerk.

B. Approval to schedule City’s annual Flower Day Sale to be held on Saturday, May 15, 2004, and approval to use the City Hall Parking Lot, as submitted by DPW Director.

C. Approval to refer Article XX, Schedule of Regulations, of the Ferndale Zoning Ordinance No. 525, to the Ordinance Committee for review and recommendation, as submitted by CDS Director.

D. REMOVED FROM CONSENT-MOVED TO END OF REGULAR AGENDA

E. Approval of the bills, payrolls (as certified by City Manager) to be paid subject to review by the Council Finance Committee.

Call to Council

XXX. City Manager Barwin announced a flyer from Oakland County describing the Homeland Security color codes were available at all public buildings; indicated our local government’s expenditures were exceeding revenues by approximately $635,000 a year; announced if anyone was interested in serving on the Ferndale Community Foundation to contact the City Manager’s Office and asked for assistance filling positions on several Boards.

XXX. Councilman Lennon commended the DPW on their snow removal and would like to initiate a Citizen Budget Review Committee, consisting of four or five citizens and it was indicated that City Manager Barwin would assist Councilman Lennon in developing the framework for this Committee.

XXX. Councilman Galloway commented on the Ferndale Public School District’s Overview brochure, which were available by calling (248) 586-8651, and announced that Ferndale Public School’s Annual Extravaganza would be held on February 12, 2004, from 6:00 to 8:30 p.m., at the High School and Middle School.

XXX. Councilwoman Weber indicated she supported establishment of a Citizen Budget Review Committee; commented on the Michigan Shapes the Debate, Building A People’s Agenda, which was setting up town meetings, the first of which would be held on Saturday, January 31, 2004, from 9:00 a.m. to 4:00 p.m., at Martin Luther King High School, and for more information call the Peace Action Office at 548-3920.

XXX. Mayor Pro Tem Covey announce the Michigan Democratic Caucus would be held February 7, 2004, and there were three ways citizens could vote: at the Library between 10:00 a.m. and 4:00 p.m., by mail, calling (248) 584-0510 to receive a ballot, and the third option was to vote on the Internet at website www.ocdp.org. He announced that the opening of the Third Annual Blues Festival would be on Wednesday, January 28, 2004, and the need for volunteers during this event; complimented WFRN on their promo of the Blues Festival and wished Mayor Porter well on his recovery.

Mayor Pro Tem Covey adjourned the meeting at 9:36 p.m.
