PROCLAMATION March, 2004, as Parenting Awareness Month
XXX. Mayor Porter proclaimed March, 2004, as Parenting
Awareness Month in the City of Ferndale.
XXX. Call to Audience
1. Ann Gale, Chair of the Disability Advisory Committee, inquired
about the installation of automatic door openers for the west doors
of Ferndale City Hall. Ms. Gale also announced that people with
special needs, the elderly, or the disable could register at the
Police Department so in case of an emergency at their homes,
emergency personnel would be aware of their situation and account
for them.
2. Marilyn Upshaw commented about the Ferndale Library and her
concerns.
3. Jackie Koivu announced the 5th Annual Zion Lutheran Church
Spaghetti Dinner and Silent Auction will be held March 2, 2004,
Ferndale Youth Assistance annual bowl-a-thon will be held March 27,
2004 at Luxury Lanes,
4. Karla Voight commented on how to support the library.

A. Adoption of Travel Resolution authorizing attendance at the
MML Conference to be held March 23-24, 2004, in Lansing, MI, as
submitted by City Clerk.
B. Authorization to participate in the FY-2004 Tri-Party Program
and to reserve funding for a future eligible project, as submitted
by City Manager.
C. Approval of the bills, payrolls (as certified by City Manager)
and City Attorney expense statement submitted by Beier Howlett,
P.C., to be paid subject to review by the Council Finance Committee.

D. Consideration of First Amendment to the Custodial Maintenance
Contract
XXX. Moved by Councilman Galloway, seconded by Councilman
Covey, that pursuant to paragraph 12 and 14 of the City of Ferndale
Procurement Policy, Council waives the custodial maintenance
contract bidding process and approves the extension to the 2001-2004
Major’s custodial maintenance contract and that the Mayor and City
Clerk be authorized to execute the extension.

Call to Council
XXX. Police Chief Kitchen thanked Council and residents for
their support for the Ferndale Police Department.
XXX. Mayor Porter expressed his condolences to Fire Chief
LeGault on the loss of his mother.
XXX. City Manager Barwin announced that he and his wife had
dinner at Josephine, a new restaurant in Ferndale. He also announced
that the City of Ferndale is being dropped from the Oakland County
Main Street Program.
XXX. Councilman Galloway commented on the budget review
session Council had just prior to the Regular Council Meeting. He
also announced that the Friends of the Ferndale Library Board had
produced a cookbook and will have a "Mini Taste of
Ferndale" on Thursday, February 26, 2004, at the library from
6:00 p.m. to 8:00 p.m. and that the youth group at Drayton Avenue
Presbyterian Church will hold a pancake dinner at the church on
Tuesday, February 24, 2004, from 5:00 p.m. to 7:00 p.m. with the
proceeds going towards their mission trip.
XXX. Councilman Lennon commented on the budget.
XXX. Councilwoman Weber announced that the Ferndale Memorial
Association is planning the 86th Annual Memorial Day Parade and
meetings were planned for groups that wanted to participate. Any
groups that would like participate need to call Neil Ballman at
248-543-5657.
XXX. Councilman Covey commented that the restaurant Josephine
had excellent food and a hair salon called Dye. He announced that
the 1st Annual David Lennon Foundation St. Patrick Day Party and
Fundraiser would be held on Saturday, March 13, 2004, at The House
of Shamrocks, 23420 John R, Hazel Park from 7:30 p.m. to closing
with raffles, prizes and food. Howe’s Bayou will be holding a
"Fat Tuesday" party on Tuesday, February 24, 2004 and
Councilman Covey requested a presentation be on the agenda for the
proceeds for the Blues Festival.
XXX. Mayor Porter commented on the Ferndale High School Music
Department - Percussion Section competed at the Montrose Show and
placed first and commented on Solo and Ensemble. Thanked the Coffee
Beanery for the coffee and that their will be entertainment
beginning Thursday, February 26, 2004. He thanked the men and women
who put their lives on the line everyday and protect us.
