9. PRESENTATION Resolution for Robert and Dee LeGrand in recognition of their volunteer work

10. Call to Audience (Strict half-hour; excess of half-hour immediately prior to Call to Council)

All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event the items will be removed from the Consent Agenda and considered at the end of the Regular Agenda.

A. Receive the Police Department Reports for October and November, 2004.

B. Approval of the bills, payrolls (as certified by City Manager) and City Attorney expense statements submitted by Howard Shifman, P.C., and Beier Howlett, P.C., to be paid subject to review by the Council Finance Committee.

A. Approve to issue Year 2005 taxicab license for four taxicabs to A-1 Oakland Cab Company, contingent upon approval/recommendation by the Police Chief within thirty (30) days for the following vehicles:
