FERNDALE CITY COUNCIL MEETING

MONDAY, JANUARY 9, 2006, 7:30 P.M. AT CITY HALL

A Regular Meeting of the Ferndale City Council was held Monday, January 9, 2006, at City Hall, 300 East Nine Mile Road, Ferndale. Mayor Porter called the meeting to order at 7:33 p.m.

Pledge of Allegiance to be led by Students of John F. Kennedy School

XXX. Brownie Troop Nos. 690 and 3125 from John F. Kennedy School led the Pledge of Allegiance.

Inauguration of the Fortieth Ferndale City Council

XXX. Honorable Judge Joseph Longo administered the Oath of Office to Mayor Porter and Council Members Galloway and Gumbleton.

Roll Call of the Fortieth Ferndale City Council

Roll call showed the following members of Council present: Council Members Covey, Galloway, Gumbleton, Lennon; Mayor Porter. Absent: None.

XXX. Mayor Porter administered the Oath of Office as a group to the Members/Directors of the First Ferndale Library Board.

PRESENTATION Reverend James Maxwell

Regarding Youth Programs

XXX. Reverend James Maxwell and Chris Fontichiaro made a presentation regarding the Mentor Plus Program.

PRESENTATION Holiday Lights Beautification Awards

XXX. Peggy Snow, Chairperson of the Beautification Commission, and Mayor Porter presented Holiday Lights Beautification Awards to the following: Commercial: Christy Glass, 542 West Eight Mile Road (present); Como’s, 22812 Woodward (not present); Residential: Adam Beckett, 444 West Woodland (present); Martha Foshia, 394 Adams Court (not present); Sandy Scott, 1791 East Troy (not present); and Bill and Juliet Lobur, 340 East Lewiston (present).

PRESENTATION Ferndale Public Schools

Stephanie Hall, Director of Public Relations for Ferndale Public Schools, provided an update on activities throughout Ferndale Public Schools.

XXX. A representative from Hazel Park Public Schools was not present.

XXX. Call to Audience

1. Ann Serafin commented on the importance of businesses being accessible to the disable.

2. Joe Mahan expressed concern regarding a flyer he received that promoted the purchase of name plates for houses. He also announced that the Ferndale Schools Music Program will hold "Taste of Music" event that will be held January 26, 2006 6:00 p.m. to 8:30 p.m. at Ferndale High School.

3. Ed Burns, President of the Friends of the Ferndale Library, announced on Monday, January 23, 2006, at 7:00 p.m., local author Patrick Livingston would be discussing his book titled, Eight Steamboats Sailing Through the Eighties. Mr. Burns also promoted the Friends of the Library Monthly Book Club that meets the last Tuesday of each month at 7:30 p.m., at the Ferndale Library. He announced that the Friends’ website was comnet.org/ferndale-friends.

4. Sharon Hinman expressed concern regarding zoning of her property and the impact of the proposed new zoning ordinance.

5. Tom King complimented the Council on their vision and accomplishments.

6. A gentleman commented on the City’s website not being user friendly.

7. Dennis Augustson expressed concern regarding marked dead trees in his neighborhood being removed.

Consent Agenda

XXX. Moved by Councilman Galloway, seconded by Councilman Lennon, to approve the Consent Agenda, as submitted:

A. Adoption of the Resolution for a Charitable Gaming License for Ferndale Youth Assistance, as submitted by City Manager.

B. Approval of the quote from Detroit Door and Hardware Company to install new security lock system at the Police Department, as submitted by DPW Director.

C. Approval to schedule a Public Hearing to be held Monday, February 13, 2006, at 7:30 p.m., regarding vacating the alley located at 152 and 162 Wordsworth and 137 Channing, as submitted by the CDS Director.

D. Authorization of payment to AllCourt, Inc., for repairs to the Kulick Community Center gym floor, as submitted by Recreation Director.

E. Approval of the bills, payrolls (as certified by City Manager) and City Attorney expense statements submitted by Hafeli, Staran, Hallahan, Christ & Dudek, P.C., and Howard Shifman, P.C., to be paid subject to review by the Council Finance Committee.

A. Reappointment to Housing Commission

Councilman Lennon left Council Chambers at 8:48 p.m.

XXX. Moved by Councilman Covey, seconded by Councilman Galloway, to confirm the reappointment of Donald Wiggins, 841 Channing, to the Ferndale Housing Commission for a five-year term ending May 5, 2010.

8. Garo Boyajian had questions and comments regarding the Troy/Allen Development Project.

Councilman Lennon returned to Council Chambers at 8:51 p.m.

9. David Coulter, Oakland County Commissioner, provided information on activities at the County.

XXX. Police Chief Kitchen congratulated Mayor Porter and Councilman Galloway on their re-election and welcomed Councilwoman Gumbleton.

XXX. Fire Chief Schmidt congratulated Mayor Porter and Councilman Galloway on their re-election and welcomed Councilwoman Gumbleton.

XXX. City Manager Barwin indicated that Councilwoman Weber needed to be replaced on the various Boards and Commission that she was on and that the Construction Board of Appeals needed to be reactivated. He also commented about creating an Art and Public Place Master Plan.

XXX. City Clerk Pedro looked forward to working with the Fortieth City Council and congratulated Mayor Porter and Councilman Galloway on their re-election and welcomed Councilwoman Gumbleton.

XXX. City Attorney Christ looked forward to working with the Fortieth City Council and congratulated Mayor Porter and Councilman Galloway on their re-election and welcomed Councilwoman Gumbleton.

Mayor Porter left Council Chambers at 9:06 p.m.

Mayor Porter returned to Council Chambers at 9:08 p.m.

XXX. Councilman Lennon congratulated Mayor Porter and Councilman Galloway on their re-election and welcomed Councilwoman Gumbleton. He commented on the condition of an alley from Ardmore to College and police activity that is happening at the Taft Education Center and Administrative Office.

XXX. Councilman Covey congratulated Mayor Porter and Councilman Galloway on their re-election and welcomed Councilwoman Gumbleton. He indicated that the Ordinance Committee needed to meet. Councilman Covey commented on the upcoming Blues Festival.

XXX. Moved by Councilman Covey, seconded by Councilman Galloway to appoint Councilman Lennon to the Fire Contract Committee.

XXX. Councilwoman Gumbleton thanked Councilwoman Weber for her years of service and thanked the citizens for allowing her the opportunity to serve the City.

XXX. Councilman Galloway thanked Councilwoman Weber and her husband Frank O’Donnell for her years of service and congratulated Fire Chief Schmidt for his appointment. He welcomed Councilwoman Gumbleton. Councilman Galloway also thanked the Brownie Troops from John F. Kennedy School for participating in tonight’s meeting. He requested that the Ordinance Committee look into the recouping the cost from auto crashes and fighting blight. Councilman Galloway requested a meeting with Judge Longo, from the 43rd District Court, regarding Code Enforcement violations and commented on a traffic study from the DDA. He announced that on February 2, 2006, at 9:00 a.m., there would be a realtor’s breakfast at Ferndale High School and encouraged people to apply to various Boards and Commissions. Councilman Galloway also announced that he was appointed to the Board of Directors of the Boys and Girls Club of South Oakland County.

XXX. Mayor Porter thanked those that participated in tonight’s Council Meeting and thanked Councilwoman Weber for her service. He encouraged people to apply to various Boards and Commissions.

Mayor Porter adjourned the meeting at 9:26 p.m.
