A Regular Meeting of the Ferndale City Council was held Monday,
April 24, 2006, at City Hall, 300 East Nine Mile Road, Ferndale.
Mayor Porter called the meeting to order at 7:35 p.m.
Mayor Porter led the Pledge of Allegiance.
Roll call showed the following members of Council present:
Council Members Covey, Galloway, Gumbleton, Lennon; Mayor Porter.
Absent: None.
PROCLAMATION May, 2006, as Mental Health Month
XXX. Mayor Porter proclaimed May, 2006, as Mental Health Month.
PROCLAMATION Parents Who Host Lose the Most
XXX. Mayor Porter proclaimed support for the Southeast Oakland
Coalition’s prevention initiative "Parents Who Host Lose the Most".
PRESENTATION Ferndale Chamber of Commerce
XXX. Maile Ilac Boeder, Executive Director and President of
Ferndale Chamber of Commerce, provided information on activities of
the Chamber.
PRESENTATION Proceeds from the Blues Festival
XXX. Councilman Covey and Monica Mills thanked the volunteers and
presented proceeds from the Blues Festival to Ferndale Youth
Assistance and the Midwest A.I.D.S. Prevention Project. "Blue Pig
Awards" were presented to Dino’s and Rosie O’Grady’s and the
Chairman Award was presented to Via Nove.

XXX. Mayor Porter opened the Public Hearing at 8:10 p.m. There
being no one who came forward to speak, Mayor Porter closed the
Public Hearing at 8:11 p.m.

XXX. Call to Audience
1. Ann Heller announced that Citizens For a Fair Ferndale would
host a School Board Candidate Forum on Sunday, April 30, 2006, from
2:00 p.m. to 4:00 p.m. at the Kulick Community Center. She inquired
about the proposed Cable Policy regarding Election forums.
2. Menyion Lovejoy expressed concern and provided suggestions to
increase security around Taft Adult Educational Center.
3. Joan Scheel indicated that she and her neighbors were
receiving real estate solicitations several times per week for
condominiums project. She expressed concern regarding noise in her
neighborhood, the construction of parking bays, and installation of
parking meters on Withington.

A. Receive information regarding implementing a program to charge
user fees for deployment of public safety services for motor vehicle
accidents and to refer matter to the City Attorney for review and
recommendation, as submitted by Police Chief.

C. Approval of License Agreement to utilize St. James Community
Center as Polling Location for Precinct 6, and authorization for the

7:30 p.m., regarding Special Land Use Application submitted by the
Terra Land Group L.L.C., for a Mixed Use Development to be located
on the City-owned property at Academy and Hilton; and an Amendment
to the Special Land Use Application submitted by the Terra Land
Group, L.L.C., for a Mixed Use Development located on South Hilton
at Webster; and direct the City Clerk to publish appropriate
notices, as submitted by CDS Director.

Approval to close the City Hall parking lot on Saturday, June 3,

4. Glenn Nelson requested assistance from the City to help
resolve a handrail violation he received from Code Enforcement.
5. Brian Cooley, member of the Beautification Commission,
announced a park clean-up, in conjunction with Arbor Day, at Martin
Road Park on Saturday, April 29, 2006, at 9:00 a.m. He announced
that on June 10, 2006, Milt Wilcox would be at Martin Road Park to
promote "Opening Day" and kids in sports. Mr. Cooley requested that
residents be vigilant in watching for vandalism at City parks and
requested there be an Ordinance prohibiting trash scavengers.
Call to Council
XXX. Deputy City Clerk Szalma announced that there would be an
Election on Tuesday, May 2, 2006 and reviewed the ballot.
XXX. Councilman Lennon announced there was an open seat on the
Fiscal Review Advisory Committee and requested an appointment to the
Arts and Cultural Commission be placed on the next Regular Council
Meeting Agenda.
XXX. Councilwoman Gumbleton announced that an arbor would be
installed behind the Library and commented about recycling and Arbor
Day. She also announced that the Beautification Commission was
willing to replant vegetation surrounding the Ashmore Development.
XXX. Councilman Covey announced Bill Laitner from the Free Press
was being reassigned and wished him well on his new assignment. He
indicated that he received a letter from a resident regarding
vicious dogs.
XXX. Councilman Galloway expressed that the increase of requests
for property was due to the new Zoning Ordinance. He requested an
item be placed on the next Council Agenda regarding the Sierra Club.
XXX. Mayor Porter announced that a representative was needed for
the Community Media Network Board. He read an article regarding
Light Rail Transit and encouraged communities to work together to
bring mass transit to Metro Detroit.
Mayor Porter adjourned the meeting at 10:28 p.m.
