PROPOSED MINUTES

FERNDALE CITY COUNCIL MEETING

WEDNESDAY, DECEMBER 27, 2006, 7:30 P.M. AT CITY HALL

A Regular Meeting of the Ferndale City Council was held Wednesday, December 27, 2006, at City Hall, 300 East Nine Mile Road, Ferndale. Mayor Porter called the meeting to order at 7:39 p.m.

Mayor Porter led the Pledge of Allegiance.

Roll call showed the following members of Council present: Council Members Covey, Galloway, Gumbleton, Lennon; Mayor Porter. Absent: None.

Call to Audience

XXX. No one came forward to speak during Call to Audience.

Consent Agenda

XXX. Moved by Councilman Covey, seconded by Councilman Lennon, to approve the Consent Agenda, as submitted:

A. Approval of the Minutes of the Regular Meeting held December 11, 2006, and the Minutes of the Special Meetings held December 16, 17, and 18, 2006, as submitted by City Clerk.

B. Approval to purchase police radio and accessories from Comsource, Inc., and radio installation by Cynergy Wireless, as submitted by Police Chief.

C. Authorization for Siemens Building Technologies, Inc., to provide and install new steam rated-gaskets and inserts for existing dielectric unions at the Kulick Community Center, as submitted by the Recreation Director.

D. Approval of the bills and payrolls (as certified by Assistant City Manager), to be paid subject to review by the Council Finance Committee.

A. Consideration of Wireless Oakland Agreement between Oakland County and the City of Ferndale and License Agreement

XXX. Moved by Councilman Lennon, seconded by Councilman Covey, to table definitely consideration of Wireless Oakland Agreement between Oakland County and the City of Ferndale and License Agreement to the next Regular Council Meeting to be held January 8, 2007.

NAYS: None

MOTION CARRIED

B. Historical Commission

1. Consideration to create a Historical Commission

2. Consideration to create a Historic District Study Commission

XXX. Moved by Councilman Covey, seconded by Councilman Galloway, to refer both the consideration to create a Historical Commission and consideration to create a Historic District Study Commission to the Ordinance Committee.

NAYS: None

MOTION CARRIED

C. Consideration of the Library of Michigan LSTA (Library Services and Technology Act) Grant Program

XXX. Moved by Councilman Galloway, seconded by Councilman Covey, that the City draft a letter in support of the Library and the Library Board’s efforts to obtain a Library of Michigan LSTA Program Grant.

D. Consideration of Resolution Appointing a Youth Delegate to Council

XXX. Moved by Councilman Covey, seconded by Councilman Lennon, to refer the Resolution Appointing a Youth Delegate to Council to the Ordinance Committee for their review and to be sent back to the City Council within 30 days for their final consideration.

MOTION FAILED

Moved by Councilman Galloway, seconded by Councilman Lennon, to adopt the Resolution Appointing a Youth Delegate to Council with the following changes: 4th Paragraph, "…shall be able to submit to the Agenda Committee Agenda items for consideration…" that the Resolution make clear only Ferndale Residents will be considered for this position; that they will be attend "Open Session" Meetings only; direct the City Manager to work with the principals for appropriate way of selecting the youth delegate and youth alternate that’s acceptable to both the schools and the City and that their Council packet that they receive does not contain any confidential material.

Call to Council

XXX. Police Chief Kitchen wished everyone a safe and Happy New Year.

XXX. Fire Chief Schmidt wished everyone a safe and Happy New Year.

XXX. Councilman Lennon inquired about the purchase of office supplies and wished everyone a safe and Happy New Year.

XXX. Clerk Typist II O’Neil wished everyone a safe and Happy New Year.

XXX. Councilwoman Gumbleton wished everyone a safe and Happy New Year.

XXX. City Attorney Christ wished everyone a safe and Happy New Year.

XXX. Councilman Galloway announced that a Special Council Meeting was held prior to tonight’s Regular Meeting regarding the hiring of a new City Manager and announced that an offer of employment was given to Robert Bruner. He wished everyone a safe and Happy New Year.

XXX. Councilman Covey requested that an appointment to Tree and Green Space Advisory Committee be placed on the January 8, 2007 Regular Meeting Agenda. He commented on his experience regarding the hiring of a new City Manager. Councilman Covey congratulated Dean Bach, owner of Dino’s, on his upcoming wedding. He announced that the City of Ferndale would have a Community Blood Drive on Thursday, January 11, 2006, at the Kulick Community Center. He requested that the Ordinance Committee review the City’s scrap metal ordinances. Councilman Covey also announced that the Blues Festival Committee is meeting weekly and that the Festival will be held January 26 through February 3, 2007. He wished everyone a safe and Happy New Year.

XXX. Mayor Porter reminded residents that any cab company that is licensed in a City is able to transport people in the City of Ferndale. He announced that there was a major shortage of blood and encouraged everyone to donate blood on January 11, 2007. Mayor Porter also announced that school children would provide entertainment and help begin the meeting by saying the Pledge of Allegiance at the next Council Meeting in January. He also reminded residents with limited income who have trouble paying their heat and electricity bills that there were assistance plans available. Mayor Porter wished everyone a safe and Happy New Year.

Mayor Porter adjourned the meeting at 8:40 p.m.
