APRIL 23, 2007, 7:30 P.M. AT CITY HALL
A Regular Meeting of the Ferndale City Council was held Monday,
April 23, 2007, at City Hall, 300 East Nine Mile Road, Ferndale.
Mayor Porter called the meeting to order at 7:37 p.m.
Mayor Porter led the Pledge of Allegiance.
Roll call showed the following members of Council present:
Council Members Covey, Galloway, Gumbleton, Lennon; Mayor Porter.
Absent: None.
XXX. Mayor Porter commented on the tragedy that happened at
Virginia Tech and the death of Angel Pocock-Smith. He requested a
moment of silence for those who had perished during the past week.
PROCLAMATION May 2007 - Mental Health Month
XXX. Mayor Porter proclaimed May, 2007, as Mental Health
Awareness Month
PRESENTATION Ferndale Chamber of Commerce
XXX. Presentation was made.
PUBLIC HEARING CDBG Reprogramming of Funds
XXX. CDS Director Scheer provided background information
regarding this Agenda Item. Karen Staley, Deputy Director of
Lighthouse Community Development provided further information
regarding the request of reprogramming CDBG Funds. Mayor Porter
opened the Public Hearing at 7:47 p.m. No one came forward to speak
and Mayor Porter closed the Public Hearing at 7:48 p.m.
Moved by Councilman Covey, seconded by Councilman Galloway, that
after the required Public Hearing being held that Council approve
the Lighthouse of Oakland County request to reprogram $2,000.00 in
Minor Home Repair Funds to demolition and to remove the garage at
675 E. Webster.

PUBLIC HEARING Brownfield Plan

XXX. CDS Director Scheer provided background information
regarding this Agenda Item. Mayor Porter opened the Public
Hearing at 7:47 p.m. No one came forward to speak and Mayor Porter
closed the Public Hearing at 7:48 p.m.
Moved by Councilman Covey, seconded by Councilman Lennon, that
Council adopt the attached Resolution following the Public Hearing
that was held regarding the Brownfield Plan, located at 21700-21800
Woodward Avenue, Jim Fresard Pontiac Dealership.

PUBLIC HEARING FYE-2008 Budget
XXX. City Manager Bruner provided background information
regarding this Agenda Item. Mayor Porter opened the Public Hearing
at 7:54 p.m. No one came forward to speak and Mayor Porter closed
the Public Hearing at 7:54 p.m.
A. Consideration of proposed Tax Rates and appropriate L-4029
Form.
Moved by Councilman Galloway, seconded by Councilman Covey, that
Council approve the proposed Tax Rates and authorize Mayor Porter
and Deputy City Clerk Szalma to signify approval by signing Form
L-4029.

XXX. Call to Audience
1. Tiffani Gange invited residents to a meeting sponsored by
the Ferndale GOP regarding issues that affect Ferndale residents on
May 4, 2007, 7:00 p.m. at the Library. She commented on being able
to pull petitions to run for a City Office no earlier than three
weeks and requested a Charter amendment to make it earlier.
2. Sherry Wells, member of the Historical Society, invited
everyone to attend Ferndale’s 80th Birthday Party on
Saturday, April 28, 2007, 10:00 a.m. – 2:00 p.m., at the Ferndale
Activity Center, at Martin Road Park.
3. Frank Flores, member of the Ferndale Memorial Association,
announced that he was the new Chair of the Veteran Memorial Brick
Fund. He needed help researching names that needed to be engraved on
the bricks surrounding the Memorial on Livernois.
4. Bill Minnick commented on the letter he wrote to Council and
announced he had the Ten Commandments in his yard. He requested
information about ambulance and paramedics being in position during
the PrideFest.
5. Brian Cooley, member of the Beautification Commission,
announced that Ferndale’s annual Arbor Day Celebration would be held
Friday, April 27, 2007, at Oppenheim Park, on St. Louis, south of
West Marshall. He announced that the "Tree City U.S.A." flag would
be on the flagpole in front of the City Hall/Police Complex.
6. Larry Mills thanked Police and Fire Departments for their
quick response to his father’s house. He commented on the strict
enforcement of parking near Boogie Fever.
Councilman Lennon left Council Chambers at 8:23 p.m.
Consent Agenda
XXX. Moved by Councilman Galloway, seconded by Councilman
Covey, to approve the Consent Agenda as submitted:
A. Approval of the Minutes of the Special Meetings held April 3,
9, 16, 18, 2007, and the Regular Meeting held April 9, 2007, as
submitted by Deputy City Clerk.
B. Approval to schedule a Public Hearing for Monday, May 14, 2007
to consider Wordsworth Street Improvement.
C. Adoption of Resolution approving renewal of Class C Liquor
License.
D. Approval of the bills, payrolls to be paid subject to review
by the Council Finance Committee.

Councilman Lennon returned to Council Chambers at 8:27 p.m.

E. Consideration of Leasing Agreement for Royal Oak Fire Pumper
XXX. Moved by Councilman Galloway, seconded by Councilwoman
Gumbleton, that Council approve the two year lease agreement for a
Municipal Fire Vehicle with the Charter Township of Royal Oak,
contingent upon the City of Ferndale’s mechanic confirming that it
is in the same condition as it was when he inspected it last; and
authorize the Mayor and Deputy City Clerk to sign the agreement.

XXX. Moved by Councilman Galloway, seconded by Councilman
Covey, that the Notice of Intent Resolution as prepared by Miller
Canfield and attached to April 20, 2007, Inter Office Memo from DPW
Director be adopted and the Deputy City Clerk be authorized to
publish the notice as adopted.

XXX. Call to Audience, continued
7. Bill Minnick commented about the Ordinance that Council passed
at the last meeting regarding motorcycles.
Call to Council
XXX. Police Chief Kitchen commented on the murderer that
happened at Sundance Shoes, the tragic death of a Kindergartener at
Roosevelt, and attempted robbery. He announced the 2006 Police
Officers of the Year were Scott Blanchard and Dan Crane.
XXX. Fire Chief Schmidt commented on activities of the Fire
Department during the past week.
XXX. City Manager Bruner announced that dates were being
scheduled for City Clerk’s interview.
XXX. Deputy City Clerk Szalma reminded residents there would
be an Election on May 8, 2007.
XXX. Councilman Lennon inquired if Labor Attorney Shifman
would attend the Special Council Meeting on Wednesday, April 25,
2007.
XXX. Councilwoman Gumbleton encouraged people to vote on May
8, 2007. She commented on Ferndale Youth Awards, which would be
presented on April 26, 2007. Councilwoman Gumbleton thanked fellow
Council Members for attending the Goal Session Meetings this past
weekend.
XXX. Councilman Galloway encouraged people to vote on May 8,
2007, and vote yes for the Library Proposal. He also announced that
the Boys and Girls Club Walk for the Future would be held on
Saturday, May 5, 2007.
XXX. Councilman Covey announced that Fun House Candy and a
new aquarium shop had opened on Hilton near 10 Mile Road. He also
announced that Salsa 2007 would be held on May 16, 2007 at Boogie
Fever. Councilman Covey announced that Elks’ Citizen of the Year was
Ann Heler. He encouraged everyone to vote on May 8, 2007 and
commented about millages.
XXX. Mayor Porter thanked OLSHA for allowing Council to meet
there and commented about Earth Day.
Mayor Porter adjourned the meeting at 9:45 p.m.
