FERNDALE CITY COUNCIL MEETING
Monday, July 9, 2007
A Regular Meeting of the Ferndale City Council was
held Monday, July 9, 2007, at City Hall, 300 East Nine Mile Road,
Ferndale. Mayor Porter called the meeting to order at 7:37 p.m.
Mayor Porter led the Pledge of Allegiance.
ROLL CALL:
Present: Council Members Covey, Galloway, Gumbleton,
Lennon, Mayor Porter.
Absent: None.

XXX. Karen and Jaclyn Frederick, Student
Delegates to the National League of Cities Conference, reported on
their trip to Washington D.C.
XXX. CALL TO AUDIENCE
Mr. Dalton, 3036 Horton, announced the cable
schedule for The Dalton Group Presents, which will air music
programs from Motor City Pride.
2. Mayor Porter introduced George Lenko, City
Commissioner from Pleasant Ridge.
CONSENT AGENDA
Item Nos. 7G and 7I were requested to be considered
after the Regular Agenda..
XXX. Moved by Councilman Covey, seconded by
Councilman Galloway, to approve the amended Consent Agenda as
follows:
A. Approved the Minutes of the Regular City Council
Meeting held June 25, 2007, as submitted by City Clerk.
B. Authorized completion of promotional testing for
Police Sergeant and Lieutenant through EMPCO at a cost of $3,800.00,
and that the expense be charged to the Civil Service Testing account
#101-215-813, as submitted by Police Chief.
C. Approved a 2% wage increase, effective July 1,
2007, for the Non-Union Employees under the jurisdiction of the City
Manager, as submitted by City Manager.
D. Approved the agreement with Liqui-Force Services
(USA) Inc., 28529 Goddard Road, Romulus, to perform emergency sewer
repairs at fixed unit prices through September 11, 2009, as
submitted by DPW Director.
E. Approved, pursuant to paragraph 12 (a.g.) of the
City of Ferndale Procurement Policy, the First Amendment to the 2006
Alley Repairs Contract with Gaglio, Inc., and authorized the Mayor
and the City Clerk to execute the Amendment, as submitted by DPW
Director.
F. Adopted Ordinance No. 1030, amending Ordinance
No. 1004, Zoning Ordinance, to clarify differences between
automobile dealerships and other open-air businesses, and directed
City Clerk’s office to publish, as submitted by CDS Director.
G. REMOVED FROM CONSENT AND MOVED TO END OF REGULAR
AGENDA
H. Adopted resolution discharging the lien on the
real property located at 336 W. Bennett for 1988 garage demolition,
as submitted by City Clerk.
I. REMOVED FROM CONSENT AND MOVED TO END OF REGULAR

J. Approved the bills and payrolls as certified by
City Manager to be paid subject to review by the Council Finance
Committee.

A. Consideration of Council Education, Training and
Travel Policy
XXX. Moved by Councilman Galloway, seconded by
Councilwoman Gumbleton, to replace Council’s previously adopted
travel expense guidelines and policy adopted September 14, 1992, as
amended July 26, 1993, with the attached Education, Training, and
Travel Policy.
It was noted City Manager Bruner’s most recent
revision of the Policy, which includes reimbursement for specific
land travel, such as taxis, was not included in the Council’s agenda
packet.

Covey, to table Consideration of Council Education, Training and
Travel Policy definitely to the Consent Agenda of the regularly
scheduled City Council meeting of July 23, 2007.

B. Consideration to Establish Ferndale Environmental
Impact Commission
XXX. Moved by Councilman Covey, seconded by
Councilman Lennon, to authorize the creation of the Ferndale
Environmental Impact Commission in accordance with the mission
statement as provided by Councilman Covey and to consist of five to
seven members who are to be appointed for three-year terms; to
direct the City Manager and the City Clerk to recommend to City
Council at the next regularly scheduled City Council meeting a
formal structure for the Commission; and to immediately begin
accepting applications for membership.

G. Approval of the Ferndale RetroFest and Woodward
Dream Cruise and street and parking lot closures on August 17, 18
and 19, 2007.
XXX. Moved by Councilman Covey, seconded by
Councilman Galloway, to table The Ferndale RetroFest and Woodward
Dream Cruise Street and Parking Lot Closures definitely to the
regularly scheduled City Council meeting of July 23, 2007.

I. Approved the request of Conzella Mitchell to
erect two tents in Geary Park for a Graduation Open House to be held
on Saturday, July 14, 2007, from 10:00 a.m. to 8:00 p.m., contingent
upon obtaining a tent permit if required by the CDS Department, as
submitted by City Clerk.
XXX. Moved by Councilman Covey, seconded by
Councilman Lennon to refer to the Ordinance Committee an ordinance
amendment to allow administrative approval for tents which are not
part of a special event.

CALL TO COUNCIL
XXX. Police Chief Kitchen announced the Police
Department will be hosting a Child Car Seat Check on August 16,
2007, 1:00 p.m. – 6:00 p.m., in the City Hall parking lot. Chief
Kitchen announced July 11, 2007 is the last night of the Citizen’s
Police Academy.
XXX. Fire Chief Schmidt noted the Kulick
Community Center is the designated cooling center for the City and
is available during normal business hours for that purpose. Chief
Schmidt announced the Battle of the Badges as part of the July 18,
2007 blooddrive, and noted appointments to give blood can be made by
calling the Kulick Center.
XXX. George Lenko, City Commissioner from
Pleasant Ridge, said it was a pleasure to observe the Ferndale City
Council’s proceedings and noted his interest in the proposed
Ferndale Environmental Impact Commission.
XXX. City Manager Bruner issued a reminder about
the Master Plan Visioning Session, Thursday, July 12, 2007, 6:00
p.m. – 9:00 p.m., in the Council Chambers.
XXX. Councilwoman Gumbleton announced the
Woodward Avenue Action Association, in conjunction with the upcoming
Hands Along Woodward event celebrating the 200th
birthday of Woodward Avenue, is hosting a kick-off event on
Thursday, July 19, 2007 at the Historical Museum, 10:00 a.m. – 11:30
a.m. The Hands Along Woodward event will occur on Sunday,
August 19, 2007. Councilman Covey noted the Committee has asked for
a City representative.
Council was in general consensus to designate City
Manager Bruner as the City’s representative to the Woodward Avenue
Action Association for Hands Along Woodward.
XXX. Councilman Covey announced the upcoming
Music in the Parks free annual concerts at the Kulick Center on July
13, 20 and 27, 7:00 p.m. – 9:00 p.m. Councilman Covey also announced
the 11th Annual Ferndale Pub Crawl on Friday, July 27,
2007, beginning at 6:00 p.m. at Boogie Fever. The cost is $10.00 and
benefits local charities.
XXX. Councilman Galloway urged interested
persons to attend the Master Plan Visioning Session, Thursday, July
12, 2007. Councilman Galloway, referencing a Charter Amendment
adopted by Ferndale voters, requested an update in the next Council
packet on Instant Runoff Voting (IRV). He commended Ferndale
business, Bubbles & Bark, for their care of his dog while he was out
of town.
XXX. Councilman Lennon read an invitation to
Recreation Director Mellert’s retirement dinner on Thursday, July
19, 2007 at Jimmy’s Restaurant.
XXX. Moved by Mayor Porter, supported
unanimously, to adopt a resolution of appreciation for Marsha
Mellert, Ferndale’s Recreation Director, on her retirement.
ADOPTED UNANMIOUSLY
XXX. Mayor Porter thanked DPW personnel for
their efforts during last night’s power outage. Mayor Porter noted
the need to tighten the City’s laws for metals reclamation
businesses to discourage theft of metals.
Mayor Porter adjourned the meeting at 8: 47 p.m.
