April	Property owners receive estimate and construction information..
May - June	Reconstruction of sidewalks.
September	Property owners receive assessment and hardship information.
September	Hardship Committee meeting.
September	Public Hearing, confirm tax assessment roll.
October	Property owner may pay assessment before it is placed on tax roll.
December	Special assessment placed in winter taxes.
