Overview

The Finance Department maintains and monitors the financial records
of the City, and prepares the General Ledger for internal managerial use
and for external reporting purposes.
Payments are made to City vendors each week, with approximately 5,600
checks written each year for all goods, services, utilities, and capital
equipment purchased annually. Almost 900 invoices are generated
annually to bill for property clean ups, library cards, COBRA payments,
intergovernmental services and various other services.
About 3,400 water and sewer customers are billed each month, with
over 900 new customers each year applying for service, and over 3,300
requests per year for shut-off service, billing advice, or repair
service.
Salary, health coverage, pension and/or other fringe benefit records
are maintained for 180 full-time employees, 70 part-time employees, 180
retirees, and their spouses and beneficiaries.
The Finance area also is responsible for posting the investment
activity in two "defined benefit" Pension systems, comprised of over
645,000 shares of stock representing 66 entities and over 35 million par
of governmental and corporate bond investments. Finance oversees
the activity of the "defined contribution" 401(a) plan and the "deferred
benefit" 457 plan administered by ICMA-RC.
